style="font-family:楷体"><span leaf=""><span textstyle="" style="color: rgb(0, 0, 0)">2026年10月10日止。</span></span></span></span></p><p style="text-indent: 2em;margin-top: 8px;margin-bottom: bold">二、征集内容</span></span></span></span></p><p style="text-indent: 2em;margin-top: 8px;margin-bottom: 8px;line-height: 2em"><span style="font-family: 楷体;font-size: 16px"><span style="font-family:楷体"><span leaf=""><span textstyle="" style="color: rgb(0, 0, 0)">民生实事的征集范围主要包括：乡村振兴、就业创业、社会保障、便民服务、住房保障、城市管理、人居环境、教育医疗、文化惠民、交通出行、社会管理等方面。</span></span></span></span></p><p style="text-indent: 2em;margin-top: 8px;margin-bottom: 8px;line-height: 2em"><span style="font-family: 楷体;font-size: 16px"><span style="font-family:楷体"><span leaf=""><span textstyle="" style="color: rgb(0, 0, 0);font-weight: bold">三、征集原则</span></span></span></span></p><p style="text-indent: 2em;margin-top: 8px;margin-bottom: 8px;line-height: 2em"><span style="font-family: 楷体;font-size: 16px"><span style="font-family:楷体"><span leaf=""><span textstyle="" style="color: rgb(0, 0, 0)">（一）全局性。项目应符合《四川省政府投资管理办法》《凉山州政府投资项目和资金管理办法》要求，结合市委、市政府重要工作部署和重点工作目标安排，围绕群众普遍关注、反映强烈、迫切需要解决的现实问题，对推进全市经济社会发展能够产生良好影响。</span></span></span></span></p><p style="text-indent: 2em;margin-top: 8px;margin-bottom: 8px;line-height: 2em"><span style="font-family: 楷体;font-size: 16px"><span style="font-family:楷体"><span leaf=""><span textstyle="" style="color: rgb(0, 0, 0)">（二）普惠性。项目应具有普惠性、公益性，符合广大市民的根本需求。</span></span></span></span></p><p style="text-indent: 2em;margin-top: 8px;margin-bottom: 8px;line-height: 2em"><span style="font-family: 楷体;font-size: 16px"><span style="font-family:楷体"><span leaf=""><span textstyle="" style="color: rgb(0, 0, 0)">（三）可行性。项目应立足会理发展实际和基础条件，不得超越财力违规举债、扩大隐性债务、超越限额内债务规模。项目应在</span></span></span><span style="font-family:楷体"><span leaf=""><span textstyle="" style="color: rgb(0, 0, 0)">2027年当年实施、当年完成、当年见效，当年不能完成的，要明确阶段性目标任务。</span></span></span></span></p><p style="text-indent: 2em;margin-top: 8px;margin-bottom: 8px;line-height: 2em"><span style="font-family: 楷体;font-size: 16px"><span style="font-family:楷体"><span leaf=""><span textstyle="" style="color: rgb(0, 0, 0);font-weight: bold">四、征集要求</span></span></span></span></p><p style="text-indent: 2em;margin-top: 8px;margin-bottom: 8px;line-height: 2em"><span style="font-family: 楷体;font-size: 16px"><span style="font-family:楷体"><span leaf=""><span textstyle="" style="color: rgb(0, 0, 0)">民生实事项目应包含以下六个方面内容：一是项目名称，二是具体任务及目标，三是项目总投资额和筹资方式，四是项目开竣工年月，五是项目建设的可行性和必要性，六是项目建设建议牵头单位。同时，请注明投稿者姓名、单位、联系地址、联系邮箱、联系电话，以便联系沟通。</span></span></span></span></p><p style="text-indent: 0)">（一）对所征集到的项目，由市政府办组织市发展和改革局、市财政局、市自然资源局、市住房城乡建设局、会理生态环境局等相关职能部门认真研究项目的必要性和可行性，研究提出项目初选意见。</span></span></span></span></p><p style="text-indent: 2em;margin-top: 8px;margin-bottom: 8px;line-height: 2em"><span style="font-family: 楷体;font-size: 16px"><span style="font-family:楷体"><span leaf=""><span textstyle="" style="color: rgb(0, 0, 0)">（二）市政府研究审议所征集到的项目建议后，按程序形成《民生实事候选项目建议方案》，提交市委常委会研究审定，按程序经市人大常委会会议审议通过后，作为交由市人民代表大会会议审议票决的民生实事候选项目。</span></span></span></span></p><p style="text-indent: 2em;margin-top: 8px;margin-bottom: 8px;line-height: 2em"><span style="font-family: 楷体;font-size: 16px"><span style="font-family:楷体"><span leaf=""><span textstyle="" style="color: rgb(0, 0, 0)">（三）由市政府将《民生实事候选项目清单》提请市人民代表大会会议审议。经审议后的候选项目以无记名投票方式差额表决后产生入选项目，入选的民生实事项目的得票数应超过全体人大代表半数，从高到低排列后，按照预定的应选数确定年度实施项目。</span></span></span></span></p><p style="text-indent: 2em;margin-top:
