#0c0c0c;">为进一步净化网络环境，弘扬文明新风，推动移风易俗深入开展，依法整治利用网络传播封建迷信、炒作陈规陋习等网络乱象，营造文明健康的网络空间，根据《中华人民共和国网络安全法》《网络信息内容生态治理规定》《互联网直播服务管理规定》等法律法规规章以及《<span class="" link-id="link-1775708193514-0.22697751980566228">凉山彝族自治州移风易俗条例</span>》等有关规定，结合凉山实际，现就有关事项通告如下：</span></p><p style="line-height: 2em;"><span style="font-size: 16px;color: #0c0c0c;"><br/></span></p><p style="line-height: 2em;"><span style="color:#0c0c0c;"><strong><span style="font-size: 16px;">一、整治内容</span></strong></span></p><p style="line-height: 2em;"><span style="color:#0c0c0c;"><strong><span style="font-size: 16px;"><br/></span></strong></span></p><p style="line-height: 2em;"><span style="font-size: 16px;color: #0c0c0c;">严禁宣扬封建迷信：严禁通过直播、短视频等形式开展“算命占卜”、祈福消灾、装神弄鬼、散布“鬼神论”等封建迷信活动实施诈骗，扰乱社会秩序；严禁打着“民俗文化”或“传统习俗”的幌子，变相包装、传播封建迷信思想，诱导网民打赏或借机非法带货牟利；严禁组织、放任未成年人参与上述活动。</span></p><p style="line-height: 2em;"><span style="font-size: 16px;color: #0c0c0c;"><br/></span></p><p style="line-height: 2em;"><span style="font-size: 16px;color: #0c0c0c;">严禁扭曲社会风气：严禁通过宣扬高价彩礼、铺张浪费、大操大办婚丧嫁娶等不良习俗扰乱社会秩序；严禁发布包含晾赛、损毁人民币，滥宰牲畜，违规燃放烟花爆竹等违反法律、破坏生态环境、违背公序良俗内容的婚丧仪式相关信息；严禁恶意炒作、传播背离文明社会价值、损害民族形象的负面内容。</span></p><p style="line-height: 2em;"><span style="font-size: 16px;color: #0c0c0c;"><br/></span></p><p style="line-height: 2em;"><span style="font-size: 16px;color: #0c0c0c;">严禁虚假摆拍卖惨：严禁诱导、误导老人、未成年人及弱势群体参与“卖惨”摆拍，伪造“身世悲惨”“求学艰难”等虚假身世或极端贫困生活场景；严禁打着“助农”“公益”等旗号，编造农特产品滞销、虚假帮扶等情节实施“欺诈式”营销；严禁通过虚构悲情故事、伪造爱心捐助现场等场景恶意收割大众同情心，诱导网民打赏或借机非法带货牟利。</span></p><p style="line-height: 2em;"><span style="font-size: 16px;color: #0c0c0c;"><br/></span></p><p style="line-height: 2em;"><span style="font-size: 16px;color: #0c0c0c;">严禁打造低俗人设：严禁通过刻意打造恶搞浮夸、装疯卖傻、以丑为美等违背公序良俗的人设引关注、博流量；严禁编造哗众取宠、故意挑衅、制造冲突等低级趣味的剧情进行恶俗表演，演绎、制造猎奇效果进行流量炒作，扰乱社会秩序。</span></p><p style="line-height: 2em;"><span style="font-size: 16px;color: #0c0c0c;"><br/></span></p><p style="line-height: 2em;"><span style="color:#0c0c0c;"><strong><span style="font-size: 16px;">二、处罚措施</span></strong></span></p><p style="line-height: 2em;"><span style="color:#0c0c0c;"><strong><span style="font-size: 16px;"><br/></span></strong></span></p><p style="line-height: 2em;"><span style="font-size: 16px;color: #0c0c0c;">对于违反上述规定，从事违法违规网络活动的组织、个人，公安机关将依法采取以下措施：</span></p><p style="line-height: 2em;"><span style="font-size: 16px;color: #0c0c0c;"><br/></span></p><p style="line-height: 2em;"><span style="font-size: 16px;color: #0c0c0c;">依法处置账号：对违法违规账号、主播、平台，通报网信、文旅、市场监管等部门，依法予以下架、限流、封禁、停业整顿；对情节严重的违法违规主体，公安机关依法查处后，通报相关部门依规纳入失信约束、实施联合惩戒。</span></p><p style="line-height: 2em;"><span style="font-size: 16px;color: #0c0c0c;"><br/></span></p><p style="line-height: 2em;"><span style="font-size: 16px;color: #0c0c0c;">行政处罚：对传播违法信息、扰乱公共秩序的组织、个人，根据《中华人民共和国治安管理处罚法》《互联网信息服务管理办法》等法律法规规定，依法予以行政处罚。</span></p><p style="line-height: 2em;"><span style="font-size: 16px;color: #0c0c0c;"><br/></span></p><p style="line-height: 2em;"><span style="font-size: 16px;color: #0c0c0c;">刑事处罚：对非法利用信息网络的组织、个人，构成犯罪的，根据<span class="" link-id="link-1775708193634-0.07306477179606263">《中华人民共和国刑法》</span>的相关规定，依法追究刑事责任。</span></p><p style="line-height: 2em;"><span style="font-size: 16px;color: #0c0c0c;"><br/></span></p><p
